Operators can configure tool policies and keep approval-required actions waiting for an authenticated decision. ATLAS can propose and prepare work, but a request made by voice or text does not silently grant the authority to execute it.

The important distinction
Approval is permission to attempt an action, not proof that a provider accepted, published, sent, or delivered it. Ending a voice session does not undo committed actions.
